Planning Commission: Application Form of Foreign-funded Project Validation of Tianjin Development & Reform Commission)
1. Project Application Report. The application report shall contain the following content:
(1) Project name, business duration, basic information of investment parties.
(2) Project construction scale, main content and products, adopted main technologies, process, target marked and planned recruiting number.
(3) Project construction location, requirement on resources of land, fresh water, energy etc and consumption quantity of main raw materials.
(4) Evaluation of environmental influence.
(5) The prices related with public places or services.
(6) Total investment and explanation of purpose, registered capital, investment amount of every party, financing plan, explanation of the equipments required to import and related amount.
(7) Other items required to explain.
2. Registration certificate (business license) of every investor; the investor without registration certificate or the latest financial statement (including balance sheet, income statement and cash flow statement) is required for credibility letter issued by the opening bank (for the project required to apply for the state validation).
3. Letter of Investment Intent, resolution of Board of Directors for capital increasing and merging project.
4. Letter of Financing Intent issued by a bank.
5. Letter of Site Intent issued by the planning administration department based on the authority limitation for the project construction.
6. Pre-examining Report of Construction Land issued by the administration of state land and resources according to the authority limitation (as for the project required for state approval according to authority limitation, the Report shall be issued by provincial or state administration of sate land and resources).
7. Audit Opinion on Project Evaluation of Environmental Influence issued by the administration of environmental protection according to the authority limitation (as for the project required for state approval according to authority limitation, the Audit Opinion shall be issued by provincial or state administration of environmental protection).
8. As for the investment of state assets or the right of land use, it is required for the validation documents issued by the relevant administration according to the authority limitation.
9. Other documents required to submit in accordance with the national regulation.

Chinese party: photocopy of business license with Company Seal
Foreign party: certificate photocopy of legal business in its country (district); the natural person investor shall provide the photocopy of identity verification and Taiwan investor shall provide photocopy of Taiwan Compatriot.
10. During investing, the foreign-funded enterprise shall submit the following materials:
(1) The Unanimous Resolution About Investment by the Board of Directors of the Foreign-Funded Enterprises
(2) Full Payment Verification Report of Registered Capital issued by the legal verification organization
(3) Audited Balance Sheet of the foreign-funded enterprise
(4) Certificate of income tax payment or deduction of the foreign-funded enterprise
(5) Photocopy of Approval Certificate and Business License of foreign-funded enterprise
As for the investment of profit obtained within China territory, the foreign-funded enterprise is required to submit the verification proving that the profit is not remitted out of territory.

The company and individual owned business applying for company seal can not go to engrave company seal in the appointed place until completing procedure of Filing Registration Certificate of Company Seal Engraving with the verification of senior department in charge or business license. 2. New reversion of Approval Certificate of Foreign-Funded Enterprise and Enterprise Invested by Hong Kong, Marco and Taiwan (Duplicate II) issued by Municipal Committee of Foreign Economy and Trade in 1995 and its photocopy.
3. Photocopies of contract, Articles and agreements.
4. ID card, passport, or other legal identity verification photocopies of legal representative or owner.
5. Original copy and filed photocopies of Unified Code Certificate of Organization;
6. Verification photocopies of basic deposit account opened in a bank or other financial organizations and all other deposit account no.
7. Valid original verification and filed photocopies of residence, house property certificate of office/plant, certificate of land use, house leasing contract and agreement etc;
8. Obtain and fill the Tax Registration Form of Foreign-Funded Enterprise or Foreign Enterprise (including Annex) in duplicate.
9. Original legal valid verification and filed photocopy of investment provision;
10. As for all of the certificates, licenses, contracts etc required for revenue stamp, the provided copies must be attached with revenue stamp.
11. Other relevant information required by the tax authority.
12. Prepare a information bag by yourself.

Bureau of National Tax (Tax Registration Form)
1. Business license or other original certificate of business approval.
2. Photocopies of relevant contract, stipulations, agreement etc.

Customs:
1. Photocopy of the duplicate copy of Business License of Enterprise Legal Person (the sole proprietary, corporation enterprise or individual business shall submit that of business license ).
2. Photocopy of Filing Form of Foreign Trade Dealer Registration (excluding those as stipulated in laws, rules or regulation of the Ministry of Commerce); the foreign-funded enterprise shall submit the Approval Certificate of Foreign-Funded Enterprise of P. R. China.
3. Photocopies of Articles of Enterprise (the non-enterprise legal person is free from this item).
4. Photocopy of Tax Registration Certificate (Duplicate copy).
5. Photocopy of bank account verification
6. Photocopy of Unified Code Certificate of Organization (Duplicate copy)
7. Registration Form of Declaration Company Status, Registration Form of Managing Staff Status of Declaration Company .
8. Other documents related with customs declaration and registration (property certificate or lease contract).
Note: according to regulations, the declarer shall stamp on the required document photocopies with Company Seal and submit the original copy for Customs Office for validation.
