Representative of the 17^th National Congress and Secretariat of Tanggu District Standing Committee ---- Liu Changxi made a special trip to Lingang Industrial Park to explain the Guiding Principles of the 17^th National Congress on the morning of Oct. 26. Liu Changxi hoped Lingang Industrial Park to study and execute the Guiding Principles of the 17^th National Congress, play a significant part in the economic development of Binhai New Area, deepen the demonstrating role of reform, and drive regional development and construction of synusiologic living town.

He introduced the pomp of the 17^th National Congress, expatiated on the Guiding Principles of the 17^th National Congress and talked about the feeling and experience of attending the conference.

He also said, the 17^th National Congress was a very significant meeting in the crucial phase of reform and development of our nation. The report made by Hu Jingtao adheres to socialism with Chinese characteristics, Deng Xiaoping theory and “Three Represents” theory, carries out scientific advance concept, expatiates on the important theories and actual issues regarding the development of the Party and nation, realizes unification of succession and innovation, unifies theory and practice, now and the future, bears strong ideology and strategy, is a brilliant file of Marxism, and is a creed to mobilize all people to win the victory of affluent society and auspicate new complexion of socialism with Chinese characteristics. 

Liu Changxi also said the report emphasized to better exert the role of Binhai New Area, Shenzhen Special Area and Shanghai Pudong New Area in reform, opening and independent innovation, which was the important strategic decision made by Hu Jingtao and Chinese Party Central Committee. We should seize the opportunity, face the challenges, reach after the truth, and never fail to live up to what the Party and State Council expect of us;0}unify the ideas, direct practice, propel work, carry out scientific advance concept, be pragmatic and auspicate new complexion of opening and development of Binhai New Area.

Liu Changxi required the constructors in Lingang Industrial Park to combine the widely conducted discussion activity of further emancipating the mind in the development of Binhai New Area, follow the direction of the 17^th National Congress report, take new measures, accelerate marine reclamation land, start large projects as soon as possible to introduce project construction platform and offer present to the 17^th National Congress with outstanding achievement and action.
